Introduction and Terms of Reference

This working group helped set the regulatory convergence agenda and organise the pre-legislative scrutiny process that led to the formation of Ofcom. The group ceased activity when Ofcom set up its own consultation processes and the Broadband Stakeholders Group and DTI, DCMS and others organised the necessary consultations on initiatives like TVWF.

The subsequent monitoring exercises have, however, revealed growing evidence of crumbling public confidence in the security and resilience of the Internet and the difficulty of organising coherent and constructive debate on the frameworks for cross-boundary co-operation to help correct the situation.

The group works mainly by e-mail with short notice meetings notified by e-mail to registered participants or organised jointly with partners such as the Westminster Media Forum or the All-Party Comms Group.
