Background
EURIM started
formal work in this area in 1999 when there was widespread concern
that neither the European Commission nor the UK government were
making effective and sensible use of this tool.
The working party first explored the working of the European
consultation process, resulting in Briefing 26, and a few years
later turned to consideration of the situation in the UK, publishing
Briefing 30 from within the Modernising Government Theme. EURIM
itself and many of its corporate and associate members are
themselves major "responders" to public sector consultations and
a wealth of first hand experience has therefore gone into the
discussions and subsequent recommendations made by this group.
