This paper was produced for the
EURIM IG Exec roundtable and includes a high level summary of the findings from
over one thousand Information Evolution Maturity assessments globally, cross
sector. It highlights that public sector bodies tend to score lower on
information management maturity than the private sector. It notes that the
public sector score lowest on ‘culture’ and are not subject to as much
competition as a driver for change.
It makes
recommendations for change, including:

The need for a ‘public protection’ commissioner to champion
and incentivise the appropriate exploitation and sharing of data, and to
counter the myriad ‘sticks’ that are unintentionally encouraging a ‘data
crunch’.

The need
for NAO, Audit Commission and TNA to also audit information management capabilities and exploitation and use
common methodologies.
- The
creation of pan government, sector and department specific Business
Intelligence Competency Centres / Centres of Excellence to centralise scarce
information management expertise and drive change.
