Introduction and Terms of Reference
In 1995 the European
Commission announced its intention to review the seven different
public sector procurement directives that had been in use over the
last 20 years and this working party was formed to consider the
current situation in the context of ICT procurement and especially
the special problems arising when the regulations are transposed
into UK law. More
recent activities of the working party involved extensive
discussion, initially with the CCTA and then with its successor, the
Office of Government Commerce in an effort to improve the way in
which the UK government dealt with major IT projects.
The Public Accounts Committee report in 2000 provided a focus
for a debate that continues vigorously to this day and was been
taken up in subsequent work within the Modernising Government Theme.
