Introduction and Terms of Reference
The
potential disasters of the "millennium bug" were being
extensively reported when this group was set up but so far there had
been no effort to co-ordinate at a national level the actions
required to avoid electronic meltdown.
A major IT project (which would include the emergency
training of "bug busters") was deemed necessary, co-ordinated at
both national and European levels. There was further concern that
the considerable systems resource required to introduce the Euro,
not just in the participating countries, but everywhere that dealt
in multiple currencies, would be needed in the same timescale.
EMU was in theory postponable, but Y2K was not.
This group concentrated on achieving action, not writing
papers, and made significant proposals to UK and European
government, leading to an effective programme.
